2004 delivered punishing weather with devastating effects on agricultural production. If farmers can make it through the maze of rules and regulations, federal programs can provide some relief. The newly released fifth edition of the Farmers' Guide to Disaster Assistance from Farmers' Legal Action Group, Inc.
