region today.

Malaysia

Highlights: Isolated to widely scattered activity is evident in the east and
west today.

West Pacific and Indian Ocean Tropical Activity...

Tropical cyclone 14s (Irina), with 35 knot winds, was located near
16.2s/42.6e at 1500 gmt today or just off the west coast of Madagascar and
about 305 miles northwest of Antananarivo. The system has been nearly
stationary during the past 6 hours. It is expected to track towards the
south-southwest today before turning more towards the southwest tomorrow and
west-southwest Thursday. Top winds may increase to 75 knots within the next 48
hours. The system is projected to make landfall over southern Mozambique during
Saturday.
An area of low pressure well to the southwest of Diego Garcia in the
southwest Indian Ocean is being watched as a cyclone may be forming. This low
is moving towards the west-southwest at 7 knots.

WORLD CORN PROSPECTS

The greatest precipitation event in several months occurred in the dry areas
of the northwest Midwest during the past 24 hours. This will help recharge soil
moisture for spring planting. Some significant precipitation for South Dakota.
No significant precipitation in North Dakota or the Canadian Prairies.
Favorable soil moisture conditions for filling corn in the major growing
areas of central Argentina. It remains too dry in some of the minor southwest
growing areas. Corn will show minimal benefit from this improved rainfall
pattern with major losses expected due to significant periods of hot, dry
weather during the growing season.
Early winter rain activity through corn areas of France will help recharge
soil moisture for spring planting, however more rain is still needed after the
dry fall. The area looks to be turning drier and warmer at this time, a pattern
that may reduce needed spring time soil moisture for this crop. Snow and rain
has become heavy in key corn areas of south Romania and Bulgaria during the
winter. This will provide needed moisture for this crop area as it melts during
the spring. Corn areas of Hungary have also had some significant snow recently
but more moisture will be needed after an extended dry spell.
Another turn to drier and somewhat hotter weather will increase stress to
filling maize in the South Africa region. Any uneven rainfall and temperature
pattern this summer growing season may impact production somewhat.

WORLD SOYBEAN PROSPECTS

Rainfall and cooler temperatures in Rio Grande do Sul and Parana Brazil
will ease stress to filling soybeans. However major crop losses are expected
due to significant periods of hot/dry weather during February. No major harvest
disruptions in the Mato Grosso.
Favorable soil moisture conditions for filling soybeans in the major
growing areas or central Argentina. It remains too dry in some of the minor
southwest growing areas. Soybeans will benefit greatly from this rainfall,
especially the later planted crop.

WORLD WHEAT PROSPECTS

Generally favorable conditions for the dormant crop at this time with no
severe cold and mostly adequate soil moisture. However more precipitation will
be needed to support the crop when in breaks dormancy. It remains quite
uncertain how the spring precipitation patterns will be in this region.
Mostly favorable conditions for the soft wheat crop in the eastern Midwest
and north Delta.
Subzero f (-18C) cold has been reported through most wheat areas of Ukraine
during the midwinter period. Any wheat that was not adequately protected by
snow cover may have experienced winter kill. The region is not as cold at this
time and there has been some added snow cover in the area recently.
Extremely cold weather has hit most winter wheat areas of west and south
Russia during the midwinter period. This includes readings of -5 to -10 F (-20
to -24 C) as far south as the central areas of North Caucasus Russia. Any wheat
not adequately protected by snow cover was at risk of winterkill. The region is
not as cold at this time.
Very cold temperatures covered much of east and central Europe during the
first half of February. Temperatures below zero F (-18C) occurred through some
key wheat areas in Germany and through much of east Europe. Any wheat not
adequately protected by snow cover would be at risk of damage from these
temperatures. The highest risk to wheat appears to have been in western Poland,
